Stakeholders in Eco-Industrial Estate Development
Industrial estate developer, factory owners and entrepreneurs are important parties who will implement the principles of eco-industrial estate development. They will ensure that these principles are translated into action, seeing to it that they are supported by feasibility studies, appropriate designs, construction and methods of operation. In effect, an industrial estate will be developed as an eco-industrial estate while a factory will be developed as an eco-industry.
Government agencies have a major role in developing and supporting policies concerning eco-industrial estate development.
Local communities should be encouraged to participate in drafting a community development plan and to offer suggestions concerning eco-industrial estate development.
Research communities have a role in carrying out studies and R&D on technologies the support eco-industrial estate development.

Actors
The actors involved in eco-industrial estate development are factory owners and entrepreneurs, industrial estate developers, service companies, resource recovery enterprises, waste management enterprises, government agencies and local communities.

The first step in this cooperation is "to bring down the fences" around individual companies, to pursue common goals, to share resources and reduce costs, and to promote sustainable economic growth without causing environmental degradation and social instability. Facilitating this process of cooperation is a major challenge to the Industrial Estate Authority of Thailand.
