As its major goal, eco-industrial development encourages stakeholders to participate in:
Rationalizing resource utilization, enhancing environmental quality and reducing environmental degradation caused by discharges from factories, through reuse, recycle and remanufacture.
Minimizing impacts on the communities and enhancing their quality of life.
Increasing the potential for business success by minimizing the cost of raw materials, energy utilization and waste treatment and disposal.

Eco-industrial development targets factories and industrial estates that can be grouped into networks and encouraged to implement mutually supportive activities to achieve their goals.
The following strategies are aimed at achieving the goals of eco-industrial estate development.

Integration of the estate design into the natural environment / landscape
By putting a high priority on the quality and limitations of the local ecosystem; facilitating the rehabilitation of the natural ecosystem and minimizing environmental impacts.

Promoting efficient energy utilization
Through an energy recycling system among buidings within an industrial estate, in addition to exploring alternative sources of energy.

Introducing a system for the discharge and management of waste materials
emphasizing prevention of pollution especially toxic pollutants, material recycling and transformation, risk minimization from hazardous materials by providing proper disposal facility, and networking in support of eco-industrial estate development through a Resource Exchange and Transformation Network System, to be composed of businesses that are within the estate and are producers and consumers of recycled products.

Promoting water conservation
By introducing a system to facilitate water recycling and pollution abatement, and to reduce water consumption.
